The naming convention may be a bit confusing – this is OVA one which doubles as episode 13 of the anime. Thus it is labelled 13 (OVA) to state it is not part of the original airing, yet still follows after episode 12.

It’s grammatical, it’s just somewhat old-fashioned English. It means the same thing as “I have returned,” I just thought it fit Kagerou’s character better this way.
